Jean M. Mosites

Area of Emphasis

Jean Mosites is a shareholder in the Environmental, Energy and Natural Resources, and the Public Sector groups of Babst Calland. She currently serves as co-chair of the Environmental Group. Her practice includes client counseling on environmental compliance in the energy sector, resolving liabilities under federal and state remediation programs, as well as administrative appeals and environmental litigation in state and federal courts. Ms. Mosites represents clients in the Pennsylvania Commonwealth Court’s original jurisdiction, challenging agency action that departs from the requirements of Pennsylvania’s Regulatory Review Act and Administrative Law and Procedure.

Ms. Mosites has assisted clients responding to agency requests for information, notices of violation and orders issued under state and federal laws, including Pennsylvania’s Oil and Gas Act, Clean Streams Law, and Solid Waste Management Act, as well as the Clean Air Act and the Clean Water Act. She regularly advises clients on regulatory matters encountered in the development of the oil and gas resources, including UIC well permitting, gas storage, water sourcing, handling and disposal, gas migration investigations, and site restoration obligations. Her federal practice includes allocation proceedings under and compliance with the Comprehensive Environmental Response, Compensation and Liability Act at a number of sites nationwide. Ms. Mosites actively participates in the Firm’s PFAS Working Group, which provides legal services to clients across business sectors regarding the evolving regulatory, legislative, litigation and transactional landscapes related to PFAS.

Background

Ms. Mosites graduated from the University of Pittsburgh with a B.A. in Political Science and a M.A. in International Relations. She graduated magna cum laude from Duquesne University School of Law, where she was the Executive Comment Editor for Duquesne Law Review and a top ten semifinalist in the Carol Los Mansmann Oral Argument Competition. Ms. Mosites interned with the Honorable D. Michael Fisher and the Honorable Joy Flowers Conti. She served on Peters Township’s Council from 1999 until 2004, representing the home-rule community at-large, serving as the vice chair and sitting on pension and grievance committees.

Memberships and Affiliations

Ms. Mosites is admitted to the Pennsylvania Bar, the U.S. District Court for the Western District of Pennsylvania and the U.S. Court of Appeals for the Third Circuit. She is a member of the Allegheny County and Pennsylvania Bar associations. She served on the Pennsylvania Bar Association’s Environmental and Energy Law Section Council from 2015 until 2022. In March 2020, Pennsylvania House Speaker Michael Turzai appointed Ms. Mosites to the Pennsylvania Environmental Hearing Board Rules Committee.

Since 2018, Ms. Mosites has been rated by Martindale-Hubbell as AV Preeminent, Peer Rated for the Highest Level of Professional Excellence. She has been listed in The Best Lawyers in America© in the Environmental Law Section since 2019 and the Energy Law Section for 2025 by BL Rankings. Ms. Mosites was selected to the 2013 and 2015-2017 Pennsylvania Rising Stars lists (Thomson Reuters).

Ms. Mosites is a regular contributor of articles to PIOGA Press, frequently plans and presents Pennsylvania Bar Institute CLE programs on oil and gas law, and has participated on numerous panel discussions and training seminars for the Pennsylvania Independent Oil & Gas Association, Pennsylvania Grade Crude Oil Coalition, and the Marcellus Shale Coalition.
