Julie R. Domike

Julie Domike is of counsel in the Environmental, Litigation, and Transportation Technology and Energy groups of Babst Calland. Ms. Domike serves clients who rely on her experience in environmental law, particularly regulatory issues arising under the Clean Air Act. These clients value and respect her knowledge of the regulations, her understanding of complex manufacturing and production processes, and her dedication to helping companies map the appropriate path forward to achieve their business goals, consistent with applicable federal and state environmental programs, regulations and laws.
Having previously served as an attorney and manager in the Air Enforcement Division of the Environmental Protection Agency (EPA) in Washington, D.C., Ms. Domike understands the Agency’s enforcement approach. Clients count on her background and knowledge of the Agency’s workings to engage with EPA in rulemaking and enforcement defense. She has represented a variety of companies that have been the focus of EPA’s regulations, including refineries, engine manufacturers, independent power producers, chemical plants, fuel producers, and construction and farm equipment makers. Ms. Domike leverages her knowledge of the legal issues and proven approaches in the industry to provide timely and workable solutions to difficult issues.
Ms. Domike has experience with rule development as well as challenges before the U.S. Court of Appeals for the District of Columbia. She has represented numerous clients across the country in complex negotiations with the U.S. Department of Justice, EPA, and states, resulting in global settlements affecting multiple facilities. In addition to counseling on rule compliance and addressing alleged violations, Ms. Domike has worked with companies engaged in developing new projects or modifying existing plants. She also has worked with clients on environmental audits and subsequent correction and disclosure to state and federal environmental agencies. An area of recent increased focus has been advising clients regarding EPA’s National Compliance Initiative targeting enforcement of the prohibitions against aftermarket defeat devices and vehicle tampering.
Background
Ms. Domike received her J.D. from Georgetown University Law Center in 1986 and her A.B. cum laude from Mount Holyoke College in 1976.

Ms. Domike is admitted to practice in the District of Columbia, Maryland and the U.S. Supreme Court, U.S. Court of Appeals for the District of Columbia Circuit and U.S. District Court for the District of Columbia.
In addition to practicing law, Ms. Domike is a member of the Environmental Law Institute’s Leadership Council as well as of the Environment, Energy, and Resources section of the American Bar Association, serving as an air quality subject matter advisor for the section. She is a co-editor of the ABA Clean Air Act Handbook’s Third and Fourth Editions, as well as co-author of the chapter on civil enforcement issues.
Ms. Domike is recognized as a top lawyer in the environmental bar and has been listed in The Best Lawyers of America© in the Environmental Law Section since 2007 and the Litigation – Environmental Section since 2011 by BL Rankings.
